The Future….

The Association is facing serious challenges and the Board recently met to address them. Conditions are changing and those changes are impacting us.  We are experiencing a loss in membership resulting from the persistent economic downturn first seen in 2008 (and worsening today), the Covid-19 pandemic shutdown, inflation, and other social issues.  Undoubtedly, local government is affected from the loss of sales tax revenue and is now in the position of making difficult choices on what can be funded.  Health and safety, competition for funds, and waning interest have all impacted our membership; and, unless we make urgent and immediate changes, the organization may dissolve. Consequently, the Association Board of Directors chose to pursue the following:

1.       Enact Bylaw modifications that allow for quick decisions, broader income sources, less bureaucracy, and fewer restrictions on how business is performed.  Recognizing that our Bylaws were written in 1995, and only slightly modified over the past three decades, the Board concluded that changes in the Bylaws are overdue and a major re-structure is timely. Hopefully, this action will enhance sustainability. A committee, led by the pending President, Clarence Mamaril, was created and asked to expedite the Bylaw modifications.

2.       The Board also concluded that negotiations with CPRS (California Park and Recreation Society) should commence to initiate the concept of the Association become a “Section” under CPRS charter. To that extent, the Board created a committee to prepare a proposal to the CPRS Board of Directors for their consideration.

The Association was once governed by CPRS and acted like a Section but never recognized as such. The Board determined that dissolution of the nonprofit may be necessary to formally become a part of CPRS. Consequently, the Board voted to move in that direction so that the mission and purposes of the Association can continue on and move forward into a stable future.
