The California Association of Park and Recreation Commissioners and Board Members was founded in 1968 by a group of commissioners who felt the need for an organization of volunteers appointed or elected to serve on boards and commissions in their communities. The organization became a non-profit 501 (c)(3) corporation in 1993.
Mission Statement
California Association of Park and Recreation Commissioners and Board Members (CAPRCBM) provides education, networking and advocacy that enhances the role of commissioners and board members.
In this current year there are 193 agency members that total a membership of 1,477 citizens who serve in their respective communities.
CAPRCBM has a 21 member Board of Directors that are elected by the membership serving three years terms. It is affiliated with the California Parks and Recreation Society (CPRS) and the National Recreation and Parks Association (NRPA) Citizen Branch. The web site, www.caprcbm.org, is an effective resource.
Awards are presented annually at the association banquet at the conference to the Outstanding Commissioner/Board Member, Outstanding Board or Commission, Outstanding Professional and an Award of Merit.
Educational sessions are presented at the California and Pacific Southwest Regional conference held each year with presenters from among the membership. It is felt that it is important for citizens to share their knowledge and experiences with other volunteers.
The association also gives training workshops in the state where agencies provide the venue and other agencies are invited to send their commissioners and board members for a one day session on boardmanship. The fee is $25 per attendee. This year a training workshop was given in Orange County (south) in the state.
The association has a booth at the yearly conference and items donated from member agencies are raffled off which then provides funds for the $2,000 scholarship that is awarded each year to a deserving student in the field of parks and recreation.
CAPRCBM has a Business Officer that works on a part time basis. She provides board support for the meetings that are held twice during the year in the north and south, and is a resource to the agencies that require assistance in resolving issues with their board. Membership is $165.00 for the entire board for each agency and is paid annually in July.
The annual budget is approximately $41,000. Four issues of Guidelines, a newsletter, are sent to all members and agency directors or administrators.
Members may serve on the state legislative committee and attend conference call meetings to gain information about legislative issues in the state. Each year five to seven members attend the NRPA Legislative Forum in Washington, DC and along with professionals from the state who visit the California Congressional Delegation.
