Deidre Murray, Manhattan Beach
Deirdre has held positions as an executive for the Hospitality/Tourism Industries for over 30 years and has been Dei continues to be an influential and persuasive advocate with regard to the importance a community’s Park Recreation Programs and Facilities hold with regard to attracting tourism and impacting not only the Economic Growth for the City of Manhattan Beach but also for Hermosa Beach, El Segundo, Redondo Beach and Torrance. She has carried this mission throughout the South Bay as a active involved member for the following organizations: Co-Founder/Board of Directors Member for the Manhattan Beach Lodging Association, The Hermosa Beach Hotel Association, and “Discover Torrance – Tourism Board” Former Member of the Board of Directors for the Manhattan Beach Chamber of Commerce, Former Member of the Board of Directors for the El Segundo Chamber of Commerce, Active Alumni/former Member of the Board of Directors for Leadership Manhattan Beach. She was appointed as Tourism Liaison for the Manhattan Beach Mayor Mitch Ward who ran for Assembly Member to serve the 53rd district in Sacramento. This district encompasses the Coastal California Communities from Venice – Palos Verdes and Torrance. Dei is happily married to James Alfaro – husband of 25 years and they enjoy living in Manhattan Beach with their 2 dogs Munchkin and Macy. The apples of Dei’s eye are Michaela – her 5 year old granddaughter and Nicholas her new grandson. |

Phil Brock, Santa MonicaPhil Brock was appointed to the Santa Monica Parks and Recreation Commission on October 14, 2003. He was elected Chair of the Commission in August 2011. On August 5, 2010, Phil was appointed to the California Association of Park and Recreation Commissioners and Board Members.
Phil is proud of the many accomplishments of the Santa Monica Parks and Recreation Commission during his tenure. He is currently instrumental in a campaign to make Santa Monica a safer and easier city to navigate by bike or on foot. He is working to enact a Bike Sharing Program and has personally researched such programs in other cities in the US and Europe. Phil initiated and co-chaired monthly town-hall style meetings to create public interest in bicycle-ways and bike education in Santa Monica.
Phil is also especially proud of his commissioner role as a co-sponsor of the anti-smoking legislation for Santa Monica Beach, and for his assistance in the successful opening of four new parks (the first new parks in the city in 25 years), including the renowned Annenberg Beach House. He was also instrumental in creating increased community gardening opportunities, in the planning and execution of “The Cove”, Santa Monica’s new skateboard park. Phil is the commission liaison to the public schools, to community non-profit organizations and to the community forest task force. |

Noelle is the current Chair of the El Dorado County Early Care and Education Planning Council, and a member of the El Dorado County Tax Policy Oversight Committee. Additionally, Noelle was elected to the California Special Districts Association in 2009 where she chairs the Bylaws Committee, is the Vice Chair of the Membership Committee, and a Member of the Legislative Committee. Additionally, Noelle is the current President of the Capitol Network, a non-profit that provides grants to other 501 (c) 3 organizations throughout CA benefiting women and children. |

Fred Brooks, Chico
Dr. Brooks has more than a 55 year professional background in parks and recreation leadership, supervision, administration, master planning, design, maintenance and operations management, consulting and legal consulting and teaching. He started his professional career as a supervisor for the San Jose Parks and Recreation Department. He conducted his first training programs for CPRS in 1959. He was the Assistant Director in Pasadena before becoming the Parks and Recreation Director in Davis in 1969 where he led the City to receive an “All-American Award” for its outstanding recreation facilities and programs. In 1973 he was employed as the vice-president of the largest consulting firm in CA to local government agencies working for over 100 cities, counties and districts and businesses in the areas of P&R planning, design and management of programs and facilities. While completing his doctorate in Administration, he was the Administrator of Parks and Recreation for Utah County. He was a professor and chair in the Department of Recreation and Parks Administration at CSU, Chico from 1976 to 2000 working with his students on over a million dollars a year on parks and recreation contracts and projects that received over 100 awards. For 20 years he chaired the CPRS Scholarship Foundation Board. In 1998 he received the CPRS Citation Award. After retirement, in 2000, he was elected to the CPRS District - 2 Hall of Honor and the Parks and Operations Section of CPRS named its scholarship in his honor. In 2011 Dr. Brooks received the CPRS Fellowship Award and was inducted into the CPRS Hall of Fame. He is the president of the CSU, Chico Emeritus and Retired Faculty Association and is a three term elected member of the Chico Area Recreation and Parks District Board of Directors.

Ron Ruef, Mission Viejo
Ron Ruef served as President of CAPRCBM in 2010 - 2011. Ron was on the City of Mission Viejo's Community Service Commission for six years serving two of those as President and two as Vice President before terming out in 2011. The City of Mission Viejo requires its Commissioners to step down after six years for 365 days. Ron has been recently reappointed to fill an unexpired City of Mission Viejo Community Services Commissioners term and hopes to get reappointed to a full term when this term expires. Ron also spent over 5 years on the City of Long Beach, CA, Parks and Recreation Commission where he served as President and Vice President. Ron is married to Janice and they have two sons, Kevin and Bryan. Ron has been actively involved at his sons' schools as the Parliamentarian of the PTSA, and is the President of CVHS School Site Council, and is the Vice President of the CHIEF (Foundation) for their local K-8 school. Ron also sits on the Board of Directors for the Pacific Water Quality Association and is a Past President. His weekends are filled by being a referee for AYSO soccer. Ron is a graduate of California State University, Long Beach, and he has been employed by Morton Salt for over 29 years. |

Kathi Rothner, Beverly Hills
Kathi Rothner has served on the City of Beverly Hills Recreation & Parks Commission from 2004-2011. A native Californian, Rothner grew up on the beaches of Malibu where a strong commitment to outdoor recreation and preservation of natural resources is a way of life. Today, Ms. Rothner finds herself living in an urban city environment and spends her time advocating for local community parks, healthy living, and recreational services for all age groups.
Ms. Rothner is a recipient of PTA’s highest honor, the prestigious Golden Oak Award for her significant contributions to the welfare of children and youth. She also sits on the Executive Committee of the Friends of the Beverly Hills Public Library. Recently, Ms. Rothner was honored with the CPRS District 9 Community Service Award of Excellence.
Kathi looks forward to working with the Board for CAPRCBM and networking with other California Recreation & Parks Commissioners. |
